The UNFCCC conference in Bali recognized Viet Nam as one of the most-affected countries in the world as a result of climate change. Prior to this, reports by the World Bank brought to the attention of the authorities the potential devastation that could be caused by sea-level rise. Since the 2007 Climate Change Conference in Bali that recognized forest's contribution to climate change mitigation and formally agreed to incorporate the REDD+ initiative into the post-2012 negotiations, the Government of Viet Nam has been moving rapidly to formulate and implement the REDD+ Program Framework for the country.
