On 27 September 2017 in Hanoi, the Project on Support for the REDD+ readiness preparation in Vietnam – phase 2 organized a national consultation workshop on the final draft of Emission Reductiona Program Document of the North Central Coast to seek opinions and comments to finalize the document before formally submitting it to the Forest Carbon Partnership Facility (FCPF) at the end of November 2017 and presenting at the Carbon Fund Meeting (CF17) this December.
The workshop was chaired by Dr. Nguyen Van Ha, Vice Director of VNFOREST, with participants from Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, Ministry of Foreign Affairs, Ministry of Industry and Trade, Ministry of Planning and Investment, Ministry of Information and Communications, Ministry of Labor, Invalids and Social Affairs, Committee for Ethnic Affairs, international organizations, donors, international and civil social organizations.

The Emission Reductions Program (ER-P) in the North Central Coast is the first regional REDD+ program in Vietnam and is expected to generate 33.06 million tCO2e emission reduction and carbon removals over the entire program period 2018-2025, in which the FCPF/World Bank has committed to buy 10.3 million tCO2e, equivalent to about US $50 millions.
At the workshop, most participants agreed that the ERPD was well written and able to be show the current situation in Viet Nam and addressed FCPF’s requests. Currently, consultants and the ERPD Working Group are reviewing and finalizing the draft of the document in order to submit it to the World Bank on 2 October 2017 as planned.

Since this is a results-based program, results will be verified before payment is made. Financing sources for the ER-P implementation should be linked with current existing sources such as the Target Program on Sustainable Forestry Development (2016-2020); Payment for Forest Environmental Services Fund; New Rural Development Program and Sustainable Poverty Reduction Program; Forest Sector Modernization and Coastal Resilience Enhancement Project implemented in 6 provinces of the North Central Coast region, Hai Phong and Quang Ninh (World Bank - US$ 150 million); Green Climate Fund Project (UNDP - US$ 11.5 million) ...
Once the ERPD is approved by FCPF, Vietnam and the World Bank (on behalf of FCPF) will negotiate and sign the Emission Reductions Program Agreement (ERPA) to implement the ER-P. This will be an important activity contributing to the implementation of the National REDD+ Action Program, the National Target Program on Sustainable Forestry Development, and demonstrating Vietnam’s responsibilities and efforts to reduce greenhouse gas emissions to the international community./.
