GIZ: Provincial Government Support For The Preparation And Implementation Of REDD+ Pilot Activities In Quang Binh

The GIZ Phong Nha – Ke Bang Region Project in Dong Hoi is not a conventional REDD+ Project. However, it contains elements that assist with laying the foundation for a Provincial REDD+ Action Plan.
The Project supported the elaboration of Green Village Development Plans through a participatory approach as well as it engaged in land-use mapping and Community Forest Management. Since the last few years, participatory aspects have been introduced into planning activities and provincial officials are by now familiar and ready to continue working in a participatory fashion in view of the preparation and implementation of a REDD+ strategy for the Province of QuangBinh.
Besides Dak Nong and Quang Tri, the Province was selected as one out of three pilot Provinces by the Vietnamese Government under the FCPF Grant. Apart from the FCPF Grant, the preparations for REDD+ in QuangBinh have started in September 2012, when additional funding was made available by the Project.
The GIZ supports data collection and forest inventory and, being embedded in the Provincial Project Management Unit, it also assists with the planning and coordination of workshops and working group activities. To date, the Project has commissioned relevant studies on Forestry Management, Gaps on Safeguards and REDD+ Readiness as well as kick-started REDD+ with a Provincial Workshop organised in late 2012. The first Provincial REDD+ Steering Committee in Vietnam was established.
Core outputs are all required steps and deliverables necessary to set up a jurisdictional nested REDD+ with focus on evaluating the REDD+ potential by assessing the carbon stocks and establishing a baseline for an MRV system. Additionally, the Project also looks into reviewing and piloting REDD+-related participatory activities with a focus on Social and Environmental Safeguards as well as on FPIC processes on a provincial level. This also includes a more detailed assessment of deforestation and degradation drivers. The Project is liaising with the national level on a continuous basis, ensuring that provincial plans and activities are in line with the National REDD+ Strategy. Another important pillar of the Project is the coordination and organisation of capacity building events for all provincial stakeholders, particularly for the REDD+ Steering Committee and the MRV Working Group. All REDD+ activities are set up to also benefit activities planned on provincial as well as on project level.
